Rofhiwa Khaukanani

Pr Eng, CEM, CAMA, CSAM | Managing Director

Rofhiwa Khaukanani is the Managing Director of Infratec and a registered Professional Electrical and Electronic Engineer (Pr Eng) with the Engineering Council of South Africa (ECSA). He is a Certified Energy Manager (CEM) accredited by the Association of Energy Engineers, a Certified Asset Management Assessor (CAMA) with World Partners in Asset Management (WPiAM), and a Certified Senior Principal in Asset Management (CSAM) with the Southern African Asset Management Association (SAAMA).

He holds a Bachelor of Engineering in Electronic Engineering, a Bachelor of Engineering (Honours) in Technology Management from the University of Pretoria, and a Graduate Diploma in Asset Management from the Institute of Quality Asset Management (IQ-AM), Australia.

Rofhiwa provides executive leadership in infrastructure asset management, guiding organisations in the development and implementation of Asset Management Plans, long-term maintenance planning, and capital investment strategies that are aligned to service delivery objectives and regulatory frameworks. His work spans the full asset lifecycle, from asset register integrity and condition assessment through to lifecycle costing, risk-based maintenance planning, and sustainable renewal and replacement programmes.

With a strong focus on governance, performance, and value optimisation, Rofhiwa leads multidisciplinary teams in strengthening asset management maturity, improving infrastructure reliability, and enabling informed decision-making across technical, financial, and operational domains. His systems-driven approach supports long-term infrastructure resilience, compliance, and value creation for public and private sector clients.

Mosa Jacobs

CA(SA) | Director Accounting Services

Mosa Jacobs is a senior accountant at Infratec and is a qualified Chartered Accountant. Mosa began his career as an audit trainee , auditing both public and private sector entities. Thus, giving him extensive knowledge of GRAP and IFRS as well as compliance with PFMS, MFMA, PAA and Treasury Regulations.

Mosa has worked on several asset management projects and has been instrumental in successfully improving or maintaining positive audit outcomes in relation to assets for his clients.

Ambesa Sifo

CA(SA) | Senior Accountant

Ambesa Sifo is a qualified Chartered Accountant and a Senior Accountant at Infratec Consulting. She completed her articles at one of the Big Four auditing firms, where she developed a strong foundation in audit, assurance, and financial reporting. She has extensive experience in auditing the full fixed asset lifecycle across a diverse client base, including public sector entities.

Her expertise includes ensuring accurate recognition, measurement, and disclosure of fixed assets in accordance with International Financial Reporting Standards (IFRS) and Generally Recognised Accounting Practice (GRAP). In addition, she has ensured compliance with key legislative and regulatory frameworks, including the Public Finance Management Act (PFMA) and the Municipal Finance Management Act (MFMA).


Ambesa has been involved in several asset management and asset verification projects and has played a significant role in strengthening asset management practices. Her contributions have supported the improvement and maintenance of positive audit outcomes relating to fixed assets. She brings a high level of technical competence, a strong understanding of governance requirements, and a commitment to delivering quality financial and advisory services.

Zack Van Der Merwe

Professional Valuer

Zack van der Merwe is a Professional Property Valuer with 15 years’ professional experience within the property valuation environment. He is registered with the South Africa Council for the Property Valuer Profession (SACPVP) as a Professional Valuer and a member of the South African Institute of Valuers.

Zack has exceptional knowledge and understanding of not only town planning and land surveying principles but also have a very strong background in expropriation and servitude valuations. Zack obtained his National Diploma in Property Valuation from Unisa in 2005. He is currently the dedicated valuer for the investment properties of over nine municipalities and two metropolitan municipalities, at a value of over R1.5 billion and serving as the municipal valuer for Mnquma and Sakhisizwe Municipality.

Wilbur Smith

Senior Manager | Infrastructure Asset Management

Wilbur is an Engineering Manager at Infratec. He obtained an Honours Degree in Civil Engineering from the University of Johannesburg. Upon completion of his Civil Engineering Degree, he started working in the Infrastructure Asset Management sector. He has worked on multiple clients including Metros such as Buffalo City and the City of Ekurhuleni. He has been involved with the ISO 5500 assessment of the City of Johannesburg.

Wilbur led various asset management projects as a project manager and sector leader for all types of civil infrastructure, community facilities and operational buildings. He also created the asset data model used for rail infrastructure. In addition, developed strategic asset management plans for various clients.

GRACIOUS NGWENYA

Principal Manager | Infrastructure Asset Management

Gracious is a Principal Manager at Infratec. He is a recognised industry leader, currently serving as a Council Member for the Southern African Asset Management Association (SAAMA) on the Member Focus Sub-committee. In 2024, he was honoured with the Asset Management Achievement Award for his contributions to the industry and the Asset Management Body of Knowledge (AMBOK).

With over 15 years of experience, Gracious has successfully delivered strategic infrastructure planning projects for major
municipalities and metros throughout the country. He possesses extensive knowledge of ISO 55000 and GRAP 17 standards, having worked on complex asset unbundling and componentisation projects. He has been instrumental in bridging the gap between technical engineering data and financial reporting, assisting clients in achieving compliant asset registers and improved audit outcomes.
